I recently adopted two 3 month old polish rabbits. One of them has been nibbling my fingers and arm (not hard) when I am holding him. Is this aggression and if I can stop it how

This sounds more like Winnie is exploring his environment, including you by tasting. But it's stills good idea to discourage it so he doesn't nip harder. Just gently push him away when he is nibbling. I also strongly recommend neutering male buns to help prevent aggression. Rabbit.org has a lot of good rabbit care info too. Good luck with them!
