Rib resection is an uncommon procedure in dogs and is only performed in cases where the dog has osteosarcoma (cancer) in a rib bone. As such, this procedure is not commonly described in text books. The American College of Veterinary Surgeons (www.acvs.org) has some limited information on this procedure. Otherwise I would suggest possibly interviewing a veterinary surgeon to get the information you need for your novel. You can find a surgeon in your area on the same website.

Certainly at the vet school first and then in practice and through surgical courses. It is not a simple surgery at all. Please do not hesitate to contact us again on the forum or by requesting a consultation if you have any more questions or to discuss it any further.
