Why is my dog stopping, licking his rear, and crying after surgery?

Pet's info: Dog | Mixed Breed Small (up to 22lb) | Male | neutered | 9 years and 8 months old | 21.5 lbs

My 9 year old Maltese Shih-tzu had a successful perennial hernia operation in April. On his walks over last few days he just stops and sits, pulls his tail down and goes to lick the area. He just woke up crying loudly and ran through the house. He has fine temperature and has ran around the garden and urinated fine. I gave him a smoked meat treat about the size of a lamb chop with no bones in yesterday. He also had some kind of virus a month ago - with temp 41 but responded well to antibiotics.

His discomfort may not be related to his previous surgery, but occasionally there can be failure of the internal sutures. It's also possible that he has an anal gland issue, or something like intestinal parasites. I would recommend having Scampi examined by your veterinarian if he continues this behavior so they can check the hernia sites internally and also check his anal glands.
