Given the history of being a hot day and the signs he is showing, it's definitely possible that Manny has heat exhaustion. This is an emergency and can be verified by placing a thermometer in the armpit and taking his temperature. If it's over 103F, then you need to cool him down as soon as possible. Follow these guidelines: http://www.petmd.com/dog/emergency/common-emergencies/e_dg_heat_stroke While getting the temperature down quickly is the most important thing, it will be best to follow-up with a visit to the vet to treat dehydration and possible organ damage. If it turns out that Manny's temperature is normal, then it would indicate that Manny has a severe gastrointestinal disease and he would need to visit a vet for treatment. I hope this helps.

Even though he had access to water, it is still possible that Manny is experienceing heat stress or stroke. I would recommend that you take him to a vet as soon as possible before his symptoms get worse. Most often IV fluids to support blood pressure and decrease core temperature will help. Other causes of vomiting and diarrhea include food intolerance, food allergies, intestinal parasites, dietary indiscretion, bacterial or viral infection, stress colitis, autoimmune disease, systemic disease (liver, kidney, pancreas, diabetes), among others, but given the history you provided, heat stress would be at the top of my list.
