Is this a tick bite on my dog near genitals despite Revolution?

We got back from the cottage a week ago, and he's had this mark on him ever since. He gets revolution every month (flea + tick prevention medication), so it shouldn't be either of those things. We live in Canada. He's a dog. The mark is near his genitals. Pet's info: Dog | Mixed Breed Medium (23 - 60lb) | Male | neutered | 3 years and 9 months old | 47 lbs

Hello, I hope I can help with your concerns about Sterling today. This does look like a tick bite to me. Unfortunately, Revolution does not do a great job on fleas. Here in the US, it is labeled for only 1 tick,
