Can I safely feed 3-week-old puppies something cheaper than formula?

Pet's info: Dog | Mixed Breed Medium (23 - 60lb) | Male | unneutered | 21 days old | 5 lbs

Need advice on puppy feeding. Our momma dog passed shortly after giving birth and we've been bottle feeding them puppy formula but since I've had to take off work to care for them money had become tight. They are 3 weeks old today and I was wondering if there was an alternative more cost effective way of feeding them or if puppy formula is still the best option for them? Just looking for a cheaper alternative for feeding them but one that will not harm them either.

Puppy formula is really the cheapest option. Other recipes that use goat or cow milk are not appropriately balanced for puppies. Here is an article on orphaned puppies, but I do not recommend using the recipe they provide: http://www.peteducation.com/article.cfm?c=2 2108
