My dog is terrified of noises, people, and going outside. What helps?

My dog is terrified of everything. Little noises and such bother him and we thought he'd grow out of it. Its become a problem when hes taken outside to use the bathroom and he cannot due to being scared and shaking. If anyone comes to the house he shakes and vibrates with fear. Even people who live here, such as my dad cant go around him and he's been here since he was a puppy. If my dad is sitting down he'll come right to him. Continue gently trying to socialize Axel with new people and surroundings, and offer small treats and gentle encouragement as he is introduced to a new situation.
