I am sorry to hear that Scottie is not well. If he sounds congested and not eating then there may be fluid in his airway which can be caused by an underlying respiratory infection, heart disease or primary lung disease. His older age is concerning that he may be quite ill and will also have a harder time recovering from severe illness when compared to younger adult dogs. Therefore it is imperative that you get him seen by your vet right away to find out which of the above possibilities is likely the cause of his illness so that he can get treated appropriately. I hope that Scottie is able to make a full and speedy recovery. But getting him seen is the next best step towards that. Best wishes and take care.
