Hi, thanks for using Petco Pet Education Center, formerly Petcoach! Frontline a topical flea medication and is safe for puppies 8 weeks or older and comes in a 0-22 lb size. Revolution, also a topical, is safe for puppies 6 weeks or older and has a size for under 5 lbs. Personally for a puppy Max's size I would bath in Dawn and manually remove the fleas. If that doesn't solve the problem then I would use Revolution until he weighs more. Also make sure you treat ALL other pets in the house. Once Max gets over 5 lbs there are a lot more option. Hope this helps!
