Hives after any vaccine is not abnormal reaction. Make sure to let your vet know so it can be noted in Penny's chart. I would also contact them about possible medication to help resolve this quicker. She may need steroids and or antihistamines to resolve the hives.

    Absolutely not, if it happened right after the vaccination then it is probably a severe and very rare reaction to this vaccine (it could also just be a coincidence and the reaction might be from something else), but if it's been a week you should take Penny back to the vet to get it treated.
