My puppy is itchy with hair loss, no fleas. Could it be allergies?

Zeus has been itchy! Scratches everywhere.and has hair loss on his belly and a little on his head and his legs. But mainly on his belly! He has been checked for fleas by a vet but there wasn't any! Ask the vet said he can't get Allergies at this age, but could he? What could be the reason he is itching?! Pet's info: Dog | German Shepherd | Male | unneutered | 2 months and 18 days old | 85 lbs

It would be uncommon for Zeus to have allergies at this age but German Shepherds are definitely predisposed to allergies. Make sure he's on flea prevention even if your vet didn't see any. I would also be concerned about mites such as demodex or sarcoptes as those can make them very itchy. Your vet can check the skin for those and recommend appropriate treatment.
