Why is my puppy breathing funny, lethargic, and groaning after a bath?

Pet's info: Dog | Pomeranian | Male | unneutered | 3 months and 12 days old

I gave my 14 week old Pomeranian a bath and he's been breathing funny afterwards since , now his mouth is shut right and dry even though I'm giviing him water and wetting his lips too. He doesn't want to do anything but lay around and just makes scratchy groany noises when we are moving him

My guess is that during the bath he aspirated some water down into his lungs. I recommend you stop trying to give him water for now. You need to get him to a vet if he is lethargic (just laying around) and groaning. This could be a serious issue in a small breed dog that is so young. I would consider this an emergency. I hope this helps and that Jasper Jr gets back to normal soon!
