Why is my cat's eye red with a white fold? Eyedrops didn't work.

My cat's eye is red and there's a white fold on it. It has been like this since its birth and the vet told us to give her eyedrops but it didn't help. What can I do and what is this condition?

The picture is not very clear but this looks like permanent scarring and attachment of the third eyelid to the front of the eye due to a previous infection and ulcer. Unfortunately this eye is likely to be blind and painful and in most cases removal of the affected eye is recommended to relieve the pain and discomfort, swelling/redness and infections due to tears wetting the skin around the eye
