My dog licks his genitals and whimpers. Could it be a urinary issue?

Pet's info: Dog | Mixed Breed | Male | neutered | 9 months and 20 days old

Panda sometimes stops and whimpers and licks at his genitals when he has been running around with trick could he have a urinary infection or problem he has been eating a food with added vitamin c I wonder if he has to acidic urine he is not keen on eating but happy and not lethargic

Panda certainly could have a urinary problem, although things like UTI's (which are a common urinary problem) are a bit unusual in male dogs. I tend to see more male dogs, especially the unneutered ones, with things like foreign objects lodged in the prepuce (the skin around the penis) which ultimately leads to infection. Grass awns (the seed heads) can do this. If Panda continues to lick at his genitals (I'm assuming you mean his penis) then he needs to be examined by his vet, as getting a good look at this area can be difficult. A urinalysis can be performed to look for a urinary tract infection as well.
