My unspayed dog is licking her vulva, panting, and circling. Why?

My dog (small 9yr. Female, not fixed) has been licking her vulva a lot for the last 3 going on 4 weeks. And she has been panting heavily when she gets going. She will go around in circles while licking herself. I have checked and I haven't seen any blood to indicate that she is in heat. And I haven't seen any discharge to indicate uti. I'm hoping for some insight and answers. Pet's info: Dog | Mixed Breed Small (up to 22lb) | Female | unspayed | 7 years and 7 months old | 15 lbs

I would have Chu Chu evaluated by your vet. They symptoms you describe could be indicative of a UTI even with no discharge, bladder stones, or an infection in her uterus called a pyometra, which can be serious. Your vet may want to check a urine sample or take x-rays to determine what's going on.
