Why is my dog sneezing, wheezing, swollen eye, and refusing to eat?

Pet's info: Dog | Mixed Breed Large (61lb +) | Male | neutered | 9 years and 5 months old | 150 lbs

Hello, My dog has been having constant sneezing, licking his nose constantly, and has been having discharge. He also has wheezing breathing problems. He also constantly licks his nose. This morning he woke up with a swollen eye full of liquid and does not want to get out of bed. Loss of appetite as well. I went to the vet three times and they cant give me an answer.

These signs seem to be related with an upper respiratory tract infection/inflammation and possibly to a severe form of rhinitis (infective, allergic or inflammatory). The eye signs may be secondary to the upper respiratory tract problem. An immediate check up is required to confirm this clinical suspicion and give appropriate treatment.
