My dog is scared of other dogs and won't walk. What can I do?

I live in an area where there are some pretty nasty dogs (enclosed in gardens) but when I take my dog out and he walks past, these dogs viciously growl and bark at him and he just lays down and won't walk, I'm assuming it's because he's afraid but I don't want him to be scared of ALL dogs but I'm not sure what to do as I don't have any dog parks near me. Pet's info: Dog | Mixed Breed Medium (23 - 60lb) | Male | unneutered | 5 months old

Poor Ziggy! I am sorry he has some mean dogs he must encounter on his walks (luckily they are contained). It does sound like he is scared. I would see if you have any friends/family with friendly dogs he could meet, or find out if local pet stores or vet offices have any puppy play-dates. Here in the US there are some pet stores and vet clinics that have certain days where you can bring your puppies to meet with and play with other dogs in a safe environment.
