What do I do if my cat has Feline Hyperesthesia, and doesn't play much either? She is really bored most of the time and I don't have much toys for her to play with since the pet shops are far and my parents can't keep going there all the time plus I don't have much money either. She isn't isn't hostile and just keeps relaxed most of the time.

There are a lot of toys that cats love that you can make at home: some cats will chase a crumpled ball of paper or a pom pom, you can tie a few feathers to a stick with some string, or you can put some crinkly plastic in something like a sock.
