Different people can experience different degrees of allergic reactions when exposed to dogs. Some people are just sensitive to physically touching a dog's dander or saliva, whereas others react to breathing in the allergens in the dander. Some people also experience a delay in their reactions and can develop congestion, skin lesions, among other issues after the exposure to a dog rather than while in contact. If your stepmother wants to be around Teddy, she could consider talking about medication or immunosensitization injections with her physician.
