Why is my cat over-grooming, causing belly sores and tail scabs?

My bengal cat has little round sores on his belly which he keeps licking. How can I get rid? He also has little scabs around the Base of his tail. He is prone to over grooming at times. Pet's info: Cat | Mixed Breed | Male | neutered | 4 years and 9 months old

This looks like a eosinophilic plaque. He needs to see a vet for this condition. Here is an article on this condition.
