Why is my small dog reverse sneezing, vomiting, and hoarse?

Pet's info: Dog | Mixed Breed Small (up to 22lb) | Male | unneutered | 12 years and 3 months old | 12 lbs

My 11 year old Chihuahua mix has had about 6 episodes of IVDD in his neck. He is currently being treated for his neck pain and neurologic symptoms unsteady walking and falling. He is taking Rimadyl and Methacarbonal. Tonight he started reverse sneezing and then he vomited a lot. He has hoarseness when he barks too. I am researching and reading about laragyneal paralysis. Could this be what he has?

Laryngeal paralysis is more common in larger breed dogs. It is not impossible for Little Puppy to have that but it is not likely. It is more likely that he has a collapsing trachea.
