My cat hisses at new kitten but no puffy tail. What does this mean?

Pet's info: Cat | Mixed Breed | Female | spayed | 11 months and 18 days old | 10 lbs

So my Luna isn't being very accepting of her new baby brother. We have them in seperate rooms and it has been 3 weeks and 4 days. We decided to open the door very little today for her to see him, cuz she got use to his scent. She hisses at him but dosent have a puffy tail. What does that mean?

It may mean she is acclimating. Continue to allow her to see but not touch him. When she stops hissing, place him in a closed carrier in the same room as her. Once she accepts that, physically introduce them for short periods of time. Use a pheromone product such as Feliway spray or plug in diffuser to decrease any anxiety.
