My dog has runny, foul poop, isn't eating, and is sleepy. What's wrong?

I adopted a dog from the spca about 3 weeks ago, she's a spunky little girl and so much fun. She's a year old Chihuahua mix. 10 lbs She was completely normal this morning and when we came home this after noon she had runny and very foul smelling poop in three spots in the house, (not like her) and after cleaning it up I gave her food and she drank a bunch of water but didn't eat her food. Now she's coughing and acting very sleepy. Pet's info: Dog | Mixed Breed Small (up to 22lb) | Female | spayed | 9.5 lbs

She might have eaten something spoiled that is causing this. withhold food for 12 hours then offer Dottie boiled boneless chicken and rice every 6 hours in small portions. if she is eating and not vomiting, continue with this diet for 2 days. After 2 days, you can put her back gradually on her normal food. If these symptoms do not resolve, take her to the vet to get treatment.
