My dog has bumps, flaky skin, and is painful to touch. What's wrong?

My dog has small bumps all over her. I originally thought they were from the cat's claws, but it seems like more keep showing up. She tenses up if you pet her. Skin looks like it's flaking, but that's not really any loss of fur. No drainage or anything like that, that I've seen. Pet's info: Dog | Black Mouth Cur | Female | spayed | 60 lbs
