These looks like little sites of infection on your dog's skin. If he itches or chews his skin excessively this can lead to the little sores you are seeing. Itching is usually because of external parasites, like fleas, or allergies. If the sores you are seeing are widespread throughout the skin then I would recommend taking your dog in to be checked out by your vet. He may need some antibiotics to clear up the infection.
