Why is my dog's penis staying protruded? Could it be paraphimosis?

Pet's info: Dog | Toy Poodle | Male | neutered | 17 years and 6 months old | 13 lbs

Hi my 17 yr old toy poodle was diagnosed with TCC cancer 9 days ago since then he was put on holistic diet with different supplements as he was no longer eating his regular food, he is eating the new food, he started proxicam 3 days ago also been on ceremia for stomach for a week now he has always had digestive issues and bouts of colitis, Today I notice his penis is staying protruded from his perpuce,, it does not look inflamed or anything any input to what could be cause of this,

First of all, Ozzy is one handsome guy and I'm sorry to hear that he's been diagnosed with a TCC. A protruded penis from the prepuce is referred to as paraphimosis, but this condition is not known to be directly related to transitional cell carcinomas. Paraphimosis can occur due to trauma, excessive hair, foreign material in the prepuce, neoplasia of the prepuce or penis itself (TCC typically occurs within the bladder at the trigone), among others. You can try to use a water based lubricant and a cool compress to try to very gently pull the prepuce back over the penis. If this is unsuccessful, I recommend taking Ozzy to his vet for further intervention. I hope that all goes well!
