Hi there. A few things could be going on here with snowball. Hip dysphasia is a possibility, as well as instability due to disk disease or a back injury. She could also have luxating patellas (knee caps) that are getting stuck and she's trying to pop them back in by flinging them out. To know for sure, she would need to see your veterinarian for an orthopedic exam and probably x rays. I hope this gives you some ideas!

I would take Snowball to the vet asap as it sounds like she is starting to lose control of her legs. In older dogs this can be due to arthritis, muscle wastage or degenerstion if nerves. It can be distressing for them so try and comfort her and keep her calm.

Your dog probably has arthritis based on her age. Pain in the joints can cause weakness like you are describing. Snowball may have another issue called intervertebral disc disease, where a disc in her back becomes inflamed. This condition can be very painful and can cause abnormal waking, weakness, and sometimes paralysis. I would recommend taking Snowball in to see your vet so she can be evaluated. Your vet will likely recommend X-rays and pain medication to help her feel more comfortable.
