My dog has itchy paws and a persistent rash. Is it allergies?

My almost two year old yellow Labrador Retriever has itchy Paws and also an ongoing rash around her vagina and pee area pink irritated smaller lesions some have tiny amounts of white pus I've treated her with rinses that are for fungal infections try to antibiotics and steroids I don't want to put her on steroids again antibiotics don't solve the problem suspicious she is sensitive and gets these fungal infections any suggestions? Pet's info: Dog | Labrador Retriever | Female | spayed | 1 year and 10 months old | 80 lbs

This does indeed look like an allergy - blood tests and an 8 week diet trial on a hydrolyzed diet such as royal canin anallergenic are the best way to determine exactly what may be triggering her symptoms - foods, dust mites and pollens are all common factors
