Why does my cat jump on windows and pee outside his litter box?

My cat is getting adventurous day by day. I dont know what he finds so interesting in bathrm windows. Actually there are lot of pigeons in our area. And Leo wants to catch them. He jumps on bathrm window pull out the glass and peeps out of it. We are on 6th floor and we fear of loosing his balance. We have keep doors closed. And coz of that he pees anywhr in house as he has a habit of peeing in bathroom and pooping in his litter box. Hw shld i deal with this? He gets annoyed coz of restrictions. Hi there. Having Leo neutered may help alleviate some of these issues. Feliway pheromone diffusers are also sometimes helpful. They can send scents which calm our cats. Another idea would be medication for anxiety, as this is often at the root of our behavioral problems with our animals. Hope this helps!
