There's no medical need for a dog to be neutered before purchase. Some breeders require that the pet be neutered beforehand to protect their breeding line. There is also no medical need for registration papers. These papers just confirm that the dog is a purebred and what his lineage is. The papers are only necessary if you plan to show or breed the dog. Papers that can be helpful include history of deworming, vaccinations or any medical problems.

I bet Peaches is adorable! Yorkies are so cute. There is no requirement that a breeder sell you a neutered animal. Most pups are very young when they are sold and typical recommendation is to wait until about 6m of age to neuter. If you are obtaining a dog from a shelter or rescue there will usually be a stipulation that the dog is spayed or neutered first. There is also no need for pedigree papers unless you plan to breed or show the dog.
