Why is my cat urinating so much, but blood work shows no diabetes?

Sometimes cat will urinate large amounts normally. IF scooter has increased his drinking this can be common with urinary tract infections, bladder stones, kidney disease and even hyperthyroidism. If he had normal blood sugar that is great but I would recommend looking at a urine sample and blood work to look for any other underlying disease. IF all his testing comes back normal it could be normal for him or diet related
