My rescued pug isn't gaining weight. Could it be fleas or worms?

Stumpy is very cute! Fleas would be an unlikely cause of him to not gain weight, I would be concerned he has intestinal worms. Those would cause him to not gain weight. I would have him seen by a vet, and bring along a fecal sample with you. The vet can examine his feces to see if he does have worms, and can prescribe a deworming treatment for him.
