How to stop 5-month pit bull puppy aggression towards other dogs?

Pet's info: Dog | American Pit Bull Terrier | Female | unspayed | 4 months and 24 days old | 30 lbs

Hi I have a 5 month old pit bull puppy who is showing aggression towards other animals. We own her mom and she was the only born so she had no siblings. I have one other pit bull, 2 chihuahuas and a cat that she has grew up with no problems. When I took her to the beach she was being aggressive towards a puppy that was a month younger than her and an older dog. By aggressive, I mean, pulling to the point where she was wheezing because she was choking herself, whining loudly, & had the Mohawk

Some of this may be curiosity and not knowing manners on how to act around new dogs. Some dogs have a different personality and manners on a leash vs. off a leash. She is young enough that seeking a trainer to help socialize her both on and off leash, in new settings, and around new and familiar animals will help her behavior. The more interactions at a young age, the better as long as they are controlled and the proper behavior rewarded
