Dog's neck wound not healing, looks infected. Should I see a vet?

Pet's info: Dog | Rottweiler | Male | unneutered | 150 lbs

Hello i am concerned about a friend of mines pet. He has had a wound on his neck for many months now. Its healing slowly but it think it may be infected and he should probably go to a vet. I have uploaded some pictures. They are bloody at times and have some pud as well. Hes usinng vinegar and a wound infection cream Your help would be nice thank you.

It may be helpful to remove the hair from this area and keep it clean and dry. It could be a resistant faction or even something like a fungus. If removing the hair and he didn't clear and dry is not helpful then Bear needs to be seen by a veterinarian.
