Dog has dark blotchy patches on belly, licking: Is it an infection?

Pet's info: Dog | Mixed Breed Small (up to 22lb) | Male | neutered | 2 years and 3 months old | 13 lbs

My dog has brownish, black blotchy patches that have developed on his belly and seems to be more uncomfortable, licking himself more than usual. I've treated him with natural remedies for allergies , like oatmeal.

This could indicate a yeast or fungal infection as well as a bacteria infection of the skin. As the over the counter shampoo hasn't worked the next step is for your veterinarian to do an exam, determine if/what infections are there and what medication is needed.
