My Ringneck parrot is losing feathers, won't drink, and eats only seeds.

Hello doctor, I've had my ringneck since it was 4 months old now he's almost an year old he has been loosing all of his feathers starting from the head and his heels and around the eye region , he has no feathers under his wings and no tail feathers when I bought him and till now he doesn't drink water and the food that he eats is sunflower seeds And apple I used to use baby wipes to clean him for once in a month and I think that's the reason why he's loosing feathers or if its PFBD .

I think you should get him tested for PBFD as this is one of the main symptoms of the disease, i doubt the baby wipes have caused that although i would not recommend using them on him. it could also be a case of external parasites such as mites, but in most cases it is actually due to boredom (behavioral plucking).
