Remove all the ticks, as they can transmit diseases which can also cause a disease called tick paralysis. The paralysis of the front leg could have several causes. Saly may have been hit by a car or kicked, which caused nerve damage. She may have a fracture in the leg or shoulder which keeps her from walking on the leg. Sometimes tumors can cause this too. I cannot pinpoint where in Iran you live, so I do not know whether there are any veterinarians available in your area, If there is a vet please take Saly for an exam.
