Why do my small dogs pull and try to fight bigger dogs on walks?

Hi how can I stop my dogs pulling n trying to start fights with bigger dogs as mine dogs r small.. They r on short leads n it hasn't helped n they have always been round other dogs thanks. Pet's info: Dog | Mixed Breed | Male | neutered | 2 years and 8 months old
