My puggle has skin tags on her tail, allergies, and scoots. Help?

My 7 year old puggle has what appears to be a cluster of skin tags at the base of her tail. It is worth noting that she does spin on her rear end on the carpet quite often (but has never had any anal gland issues that the vet has found) she also has many skin allergies and is a fairly "itchy" dog. Pet's info: Dog | Mixed Breed Medium (23 - 60lb) | Female | spayed | 7 years and 4 months old

This is quite common in dogs with allergies and especially food sensitivities. A hydrolyzed diet such as royal canin hypoallergenic or hills z/d can help. Topical ointment prescribed by your vet can also help
