Why does my dog have bumps on his belly? Allergies or heat rash?

My dog has these bumps on his belly. We were wondering if someone could tell us if it's an allergic reaction or a heat rash or etc. Thank you. Pet's info: Dog | Dachshund | Male | neutered | 1 year and 10 months old | 12 lbs

It is unlikely to be a heat rash but an allergic reaction is a possibility. If there is pus inside the hunks than they are infected and need to checked by a vet. If they are just red and Do not bother Frank than a bath will help soothe his skin.
