My cat has developed a group of raised sores we initially thought it was sunburn but it's not visually getting better

This looks like a hotspot which is similar to eczema in humans. I would take her to the vet as she will need a special cream to treat this and likely some antibiotics. It is very sore so try not to irritate it.
