What's causing my chihuahua's scaly skin and hair loss on her leg?

My chihuahua has a sort of scalely patch of skin in this one spot on her back leg with some hair missing around it. What could cause that, ruling out mange. Pet's info: Dog | Chihuahua | Female | spayed | 7 lbs
