Why does my Pomeranian have gunk and watery eyes? Is it a scratch?

Max! He has what appears to be either gunk the a scratch on his eyes! It comes and goes and never completely goes away which is concerning. His eyes water more when it's on the front of his eyes. I have more than 3 pictures. But hopefully you can see what is wrong from the pictures. Thank you for your time. He's almost 9 months and a Pomeranian. We have a cat and they play often. Just hoping it's not a scratch from our cats claws. Please respond asap. Thank you. Pet's info: Dog | Pomeranian | Male | unneutered | 8 months and 15 days old | 14 lbs
