Why does my Pomeranian have gunk and watery eyes? Is it a scratch?

Pet's info: Dog | Pomeranian | Male | unneutered | 8 months and 15 days old | 14 lbs

Max! He has what appears to be either gunk the a scratch on his eyes! It comes and goes and never completely goes away which is concerning. His eyes water more when it's on the front of his eyes. I have more than 3 pictures. But hopefully you can see what is wrong from the pictures. Thank you for your time. He's almost 9 months and a Pomeranian. We have a cat and they play often. Just hoping it's not a scratch from our cats claws. Please respond asap. Thank you.

It looks like Max may have a corneal defect such as an ulceration. He should be taken to the veterinarian as soon as possible as this requires medical treatment and can lead to permanent damage if not addressed promptly.
