My dog's eyes are always itchy, swollen, and watery. What's wrong?

Pet's info: Dog | Mixed Breed Small (up to 22lb) | Female | spayed | 2 years and 6 months old | 12 lbs

My dogs eyes are constantly itchy swollen and sometimes watery. She has been on Clavamox, anti biotic ointments. It temporarily gets better but had been in this condition for over a month now. One vet suggested to do the "tear duct" test but LuLu won't stay still for 60 seconds for it. Any suggestions or any particular tests she should try?

Poor Lulu! I agree that a tear test is a good idea for her. If she will stay still for 30 seconds, that can be long enough to tell if she is producing enough tears or not. If she is not, she needs to be treated for dry eye, which she may need life long if she has low tear production. From the pictures it also looks like she may have hair loss around her eyes. This could be from rubbing, but I would also be suspicious of mites and she may need a skin scrape to look for them to see if she has another cause of the itching.
