My 3-week-old pug puppy has a runny nose and is sneezing. Is she sick?

i got a pug she is 3-1/2 weeks old. as in india weather is changing i have noticed water running from her nose and she sneezes too. i feel she is sufering from cold. what should i do. she is just 25 days old
