Why is my male rabbit's penis bleeding? Should I take him to the vet?

My rabbit had blood in his hutch I checked him and found that his penis is bleeding.

Without a picture, my only recommendation for anything that is actively bleeding is to seek out a veterinarian right away. This is particularly true for small mammals such as rabbits as they do not have much blood to begin with. If it is possible that Chocolate could have been bitten by something on the penis, this can definitely become problematic. Often wounds to the penis can result in an inability to urinate, which is obviously an emergency. I would not wait on this one very long, unless the bleeding is well controlled and your rabbit is urinating normally. Hope this helps.
