I have a 2week old puppy that has a cleft lip, so I've been feeding it myself because I read on the internet to take the puppy away from mom immediately. . So I've continued to feed him every 2-3 hrs but he's still very tiny especially compared to the other 3 pups. So any suggestions on how to get him to gain more weight? He proubley hasn't gained 3lbs since birth, while the others are at least double his size now. Also he isn't pooping now even after I use warm cottonballs to stimulate a BM.

Luna needs to see a veterinarian as soon as possible. Depending on how large the cleft is, he may need further intervention. Your vet will be able to tell you how to feed him appropriately and how much for growth. He also likely needs to be dewormed for intestinal parasites, just in case that is inhibiting his weight gain. I am very concerned he isn't defecating. Many dogs with congenital defects, like a cleft palate, will have multiple defecates. After an exam with your vet, they will be able to determine the best way to proceed to give Luna the best chance possible.
