My 8-month-old pug is licking a pale lump on his penis. Is it serious?

Pet's info: Dog | Pug | Male | unneutered | 8 months and 25 days old | 18 lbs

My male pug (8 months old), has a buldge/lump at the tip of his glans penis. He has been licking at it for about a week now but he's peeing, eating and drinking normally. The lump is a lot paler than the gland penis.

I see the area you are referring to on Oliver. Unfortunately it is difficult to tell what is going on by the picture alone. This may be an area of inflammation or infection on Oliver. If he is licking the area more than normal, I would be worried that he may develop an infection if it's not infected already. I would recommend taking him in to your vet to have him checked out. He may need an antibiotic and/or anti-inflammatory to resolve the issue.
