Anxious cockatiel picking feathers until bleeding. How can I help?

I have a cocktiel and she gets agitated or has anxious and stat picking her under wing till it bleeds. I have cream from a vet that I do use, but I don't know else to do. Pet's info: Bird | Unknown - Bird | Female
