My dog scratches and bites every summer, no fleas. Is it allergies?

Pet's info: Dog | Mixed Breed Small (up to 22lb) | Female | unspayed | 4 years and 9 months old | 14 lbs

Our dog keeps scratching and biting herself .we treat both her and the cat every month with flea drops and have seen no signs. Every summer we have the same problem with the dog.is there anything we can get for her from the pet shop or is a visit to the vet the only solution.

Given this is a problem that Pipoin is having every summer, it could be that she is suffering from allergies. Yes, I would take her into the vet for it, as she may need medications such as steroids to treat her itching if she has allergies.
