My dog scratches and bites every summer, no fleas. Is it allergies?

Our dog keeps scratching and biting herself .we treat both her and the cat every month with flea drops and have seen no signs. Every summer we have the same problem with the dog.is there anything we can get for her from the pet shop or is a visit to the vet the only solution. Pet's info: Dog | Mixed Breed Small (up to 22lb) | Female | unspayed | 4 years and 9 months old | 14 lbs
